France to postpone ‘bonus channels’

The French government has said it might postpone the awarding of the so-called ‘bonus channels’ to TF1, M6 and Canal + because of its intention to launch the DVB-T2 standard for digital terrestrial broadcasting.

“France has notified Brussels a draft decree establishing the new (…) broadcast standard [DVB-T2]“, a spokesperson for the Ministry of Industry headed by Eric Bresson, told the French press, confirming an earlier report in Le Tribune.

The original plan was to award an additional digital terrestrial channel each to the original analogue providers TF1, M6 and Canal+ as compensation for the additional competition in the new digital environment and the subsequent loss of advertising income.

The new channels would be given to the three broadcasters this November, with Canal+ planning a free-to-air channel. Both TF1 and M6 have come out against Canal’s plan for yet another FTA channel and have asked to delay the implementation of the bonus channels.

In the meantime, the European Commission has not approved the award of the bonus channels and last November wrote a letter to the French government.

With the new plan to introduce DVB-T2 in the market, the French government may have found a way to manoeuvre itself out of this delicate position. Because of the numerous DVB-T receivers out in the field, the Ministry said it does not expect a mass-market before the end of 2013.

The response from Brussels on the draft order on the introduction of DVB-T2 is expected before the end of November, which would allow the government to publish in early December.

“This is a notification as a precaution. No arbitration has been made to date on the date of application of this standard and frequency to which it applies,” according to Bresson’s ministry.

Analogue shut-down for TMC

The French state has signed an agreement with the government of the Principality of Monaco about the shutdown of the analogue transmitters of TMC, Tele Monte Carlo.

TMC is a private commercial broadcaster operating under a Monegasque licence. Originally, its transmitters were only situated in the Principality, but in order to improve reception, TMC also has transmitters on French soil.

Under the agreement, TMC will close down all its remaining analogue transmitters on November 29, 2011, the date that France will switch off all its remaining analogue TV transmitters.

At the moment, TMC is already available nationwide as a free-to-air channel on the digital terrestrial network, in Fr ace known as TNT.

CSA recommends fast DVB-T2 introduction

A report by the French media authority CSA on the future of DTT has recommended passage as soon as possible to DVB-T2/MPEG-4. The report, compiled by CSA director Michel Boyon, was today delivered to the government – almost a month later than originally planned.

If adopted, the recommendation would require most consumers to buy a new digital terrestrial tuner or TV set, because the current equipment is not suitable for DVB-T2. Suitable receivers are not expected to be available to the general public for another 12 to 18 months.

DVB-T2 will allow broadcasters to air four HD channels over a single multiplex, compared to three channels today. MPEG-4 will favour the development of HD.

Once the government decides on the standard, CSA will be able to launch a tender for the new DTT channels.The last analogue transmitters in France will be shut down on November 30.

According to the report, two new DTT multiplexes (R7 and R8) should start broadcasting in DVB-T2/MPEG-4 when they go on air. Following that, current DVB-T1 MPEG-2 and MPEG-4 broadcasts should be phased out during 2015 – 2016.
